Can't read CD finalized in UDF format

I have burned a few data cd-r's in UDF format and I'm unable to access the disk in XP. My other machine that runs Win98 can read the disk though. The drive says the disk is empty and is using a RAW file system.
What is wrong with it?

do you have a UDF packet software installed under XP?? it is not part of the original installation

You can download a UDF reader program for free from Roxio:
