What are you doing 4 or 5 reboots for?
Have you another problem?

Boot.ini is a plain text file so an inability to read it points to either the file being corrupted, which is unlikely, or the part of the disk it reside on being a bit flaky.
Next time Windows boots properly, load boot.ini into Notepad. It should look like this.
[boot loader] timeout=10 default=multi(0)disk(0)rdisk(0)partition(1) WINDOWS [operating systems] multi(0)disk(0)rdisk(0)partition(1)\WINDOWS ="Microsoft Windows XP Professional" /fastdetect
The numbers may be different but the format should be the same. If you have difficulty load ing boot.ini I would back up your data as it indicates a faulty sector. One faulty sector usually proceeds others.
