Can't open multiple IE6 windows

OS: Win XP Pro
CPU/Ram: Intel Celeron 2.8GHz

Up to now I have been able to click on a link in IE6 and open a new window, i.e. have more than one browser window open simultaneously. Today I installed ActiveX control and since then I have been unable to have more than one browser window open i.e. when I click on a link, the original window changes to the address of the link. I have checked the registry in the Internet Explorer/main section and the allowwindow resuse is set to 0. What is the problem?

you will need to get the cumulative security update at microsoft.com update #q824145.
