Is Internet Explorer the only program you can't open or can't you open any programs at all?

lmd_81, It's possible that your Winsock2 settings got messed up. Go to the link below and read it along with the lsp.txt file at the bottom of the page then download the LSPFix.ex to a floppy on a computer that can access the Internet and put the floppy in the messed up computer and run the LSPFix.exe. It may solve your problem. Here's the link.

When u say u can't 'open' them, I assume u mean they are opening, but not connecting to the internet ??
Do u have a 3rd party firewall ?? Try closing it down in case it got corrupted and is blocking all ur connections.
If it is the winsock and LSP doesn't fixit, (tho I think that only affects web pages) try running: 'netsh int ip reset c:\resetlog.txt' at a command prompt to reset ur winsock.
