Can't open file in chinese name.

I'm running on Windows XP Profressional English verion. I renamed my file name from english to chinese name. When I open the file, the error message "cannot open the file: c:\????.chm".

I think there is a download at MS for Chinese Charactors... and many other languages.

I have Chinese language pack installed in my windows xp. I can view and write chinese characters with no problem. The only problem I have now is my file cannot be opened if I save my file name in chinese. It can only be opened if I save it in english.
