can't open cmd.exe

OS: xp pro
CPU/Ram: athlon 1.2ghz 512sdram

Whenever I try to run cmd.exe i get this message "Windows can not access the specified drive, path, or file. You may not have the appropriate permissions to access the item." I tried under my user account which has administrator rights and the actual administrator account. If I boot in diagnostics mode it will work fine. But not in any other mode. Any ideas? I've scanned for viruses and spyware with several programs and haven't found anything. The file is where it should be. It won't open from the run prompt of the actual system32 folder. Thanks in advance for any help.

Or try this-
Open the Command Prompt, then type:

sfc /scannow

note space between the c and /
Have XP CD in your drive.
