Can't open any icons, & txt files

Hello, I'm having a huge problem here. Lately I 'm not able to open up some icons on desktop, control panel, or open up any txt files. Some icons open and some don't. This is really frustrating. I can't open up anything in the 'Run' box either. I'll leave it at this for now, any help would greatly be appreciated.

additionally when attempting to double click on an icon, it shows the hourglass icon for a second or two and then nothing happens. Icons in the Quicklaunch works fine though. Again any and all help on this matter will be greatly appreciated. Thank you.
Have a look at Doug Knox's site for file association fixes:http://www.dougknox.com/ click on Win XP Fixes and then click on File association fixes. Hope it helps...

Thank you for the dougknox.com page, Sounded good until i couldnt even access the downloaded reg files! I even tried in safe mode but still didnt work. Funny how i can access everything such as properties, icons, txt files in safe mode but not in normal windows >.< This is really eating at me and I'm starting to think that I may have to *shudder* reformat. any good backup programs out there? lol
