Can't install win xp home

Working on a dell dimension 4300 desktop with Foxconn LS-36 motherboard and seagate 40 gb hdd. Was getting a keyboard error, but that cleared up after switching to a usb keyboard. Now whenever it starts copying installation files from the cd, it hangs. It sometimes stops after only 8% and sometimes gets as far as 40%. After it hangs, it does nothing. Led doesn't flash and it doesn't restart. It just sits there.

Normal troubleshooting, check IDE cables, Memtest86 memory, overheating, dirty CD etcetcetc

Also check for leaking or bulging capacitors.
