Ok so my computer was messed up before so i did a clean installation. yea i just reinstalled windows xp again and started fresh. except i made two hard disks. I made a C: drive and a F: drive. well the C: is the main one but it only has 7.84 MB capability while the F: drive has 24.8 GB so i wanna install SP2 but it wants to install in the C: drive but theres not enough room. so i wanna see if i can change the primary and secondary drives. primary being the C: drive and secondary being the F: drive. Help anyone? OR can i just configure SP2 to install in the F: drive?

The best thing for you to do is format and start over right now before you go too far along.
If that is not an option, get a 3rd party partition program like Partition Magic and use it to resize your C: drive.
SP-2 files are file updates. You cannot update a file by installing its update on a different partition or different location. That would be like changing a dirty shirt by hanging a clean shirt on a coat rack..

That small partition is probably the Dell recovery partition. If you have formatted it, you have lost the ability to use the Dell recovery procedure.
If you haven't formatted that partition:
When you start your computer, hold down the CTRL key and press F11 to access the system recovery wizard (this is assuming your hard drive is OK.Do yourself a favor BACKUP!
