Can't install Service pack 2 due to error 5

I just installed a new motherboard, cpu, psu, memory, graphics card, etc. At start up windows would not boot. Previously I was running Svc pack 3. I reinstalled my original windows cd which was svc pack 1a. When trying to update to svc pack 2 or 3 I get Error 5 Access is denied. I believe I have fixed all of these permission errors in the registry except one. Windows update says it has been denied access to HKCR\*\QuickTip. I have not been able to find this registry entry. I do not believe it exists but the updater is telling me it does. Has anyone ever seen this one?
