can't get to safe mode

when i hit start in "safe mode" it starts to load then stops while loading drivers screen could it be a virus? what can i do?

So the computer won't boot into regular Windows mode either? Did this just start out of the blue or did something lead up to it?
Have you recently made any hardware or software changes?

this is friends computer he was having problems on the net and down loaded pc doc had more problems so i went to safe mode one time then it said i need to register windows xp now i can't get back to safe mode

If there is a problem with WinXP registration you are not going to fix it. You MAY be able to get going again, at least temporarily, if you re-install. If the copy and license are legal and only on ONE PC then have your friend call Microsoft to straighten it out.
