Well did something stupid, I ignored a warning when I was installing incd from nero. Told me about a conflict with easy cd creator but I did it anyways.
Now for the problem, everytime pc starts up, it gets to point of starting the incd from nero and reboots. I tried to go into safe mode by holding the f8 key, but it will not let me go into safe mode. It keeps on booting the normal o.s. and as soon as incd appears on screen, it will reboot.
Anyone got any suggestions ? I want to go into safe mode to uninstall the incd program .

On the off-chance you're drive is FAT32, you could just boot with a dos disk, and rename the nero file so win can't find it. Then name it back once you're up and running and perform the uninstall.

ok here is your Problem. I think you are using a keyboard that is USB if u are that is the problem! What happens is: the keyboard needs the drivers to work because DOS doesnt have USB support but the drivers are only loaded during XP bootup. So here is what u have to do to get into safe mode.
Take Out your USB keyboard and replace with a ps/2 connection keyboard. This isnt hard its jsut a normal keyboard and the female end of the plug looks like an S-vidio cable. anyways plug that type of keyboard into the comp and fire it up before Xp boots press F8 like 3 times (cuz u never know when to press it exactly at the right time). Safemode should be started after u see a buch of commands in DOS.
There u Go!

Also... if by "holding" F8, you mean actually keeping it down, try repeatedly tapping it instead.

Okay, nice information and here is response to each . 1. ntfs file format is what I have, the other hard drives I have installed for information are fat32 formatted.
2. My keyboard is a usb that plugs into a ps/2 adapter and then plugs into pc with the ps/2.
3. Yes I notices i was getting a little pissed off and was holding the darn key down like a crazed man with a vegenace but I later eased up.
I tried numerous times to get into safe mode, is there another way to do so also ?

Maybe something in here:

Morning,
Try shutting off the computer first. Then immediately after pressing the power button, hold down the F8 key until screen shows start options. (don't have to wait until the post screen shows). That should get you into Safe Mode.
just my thought,
XDon

Is your xp preinstalled? Mine is and i have the same problem, i get the options but it will not go into safe mode, just loops back into normal startup, i was told I have to do a Destructive Recovery, in order to get the safe mode back, i dont know but i guess thats the same as Reformating, which i didnt want to lose all my stuff on this pc! One thing I tried but it sent me into an endless loop, But it might work for you, is to go to Msconfig and click on boot.ini and put a check in the Safe Mode box and restart your pc and use the F8 again. This might be a fix for you, if by any chance you do go into and endless loop, use the F8 again and choose "Last known Good Configuration, If the Last known good (doesnt work) a screen will come up after the third try and will ask you if you want to continue or do you want to go to System Restore? Choose System Restore at this point, you will be back where you started but at least you'll be back, its worth the try to get safe mode!

Try holding 'Shift' key during bootup.
This worked for me last night on a friends Gateway laptop (Solo 9300) to get to Safe Mode. The F8 key did not work....
Thar.

I have the same problem and I've tried everything. I read the microsoft web page and nothing there. My PC was working fine last night... today is on this endeless loop.
