can't get computer to turn off

hey everybody,
for some reason, my computer won't turn off. i recently had windows xp installed on this computer, and since it hasn't been able to shut down. i go thru the steps of shutting it down, and at the final screen when it says your computer is ready to turn off, i push the button to turn it off, it double beeps at me, and then returns to the page that says it's ready to turn off. i don't have this computer hooked up to the internet, so i have ruled out it being a virus, and i have checked all of the system settings, but can't figure it out. if anyone out there has any idea of what might be causing this problem, it would be much appreciated.

Try pressing and holding the power button for four seconds.
