Can't format on NTFS

When I am installing XP Pro, I can't format partition C: on NTFS(slow), fast formating C: on NTFS I can. I have run test for HD, for RAM, everything is OK.I have run low format on 80 GB HD, nothing had changed.

If there isn't any data on the drive, I'd suggest wiping it using FDISK from a Win98 Startup disk and then creating a single partition that encompasses the entire drive. This will test basic disk integrity.
After that, try connecting it as a slave drive to another system and running some disk scans on it....

I have done that- FDISK(W98) and testing and low formating with the utility program from the IBM Toshiba (HD producer), some other programs( my personal computer guru has).
