can't format c drive

I have searched this website but can't find the answer.I'm having trouble with my computer so I decided to wipe out everything and reinstall WinXP. I can't find WinXp in the add/remove menu so I decided to format the c drive instead. Windows won't let me. It says:
Format can't run because the volume is in use by another process. Format may run if this volume is dismounted first. ALL OPEN HANDLES TO THIS PROCESS WOULD THEN BE INVALID.
I have disable my anti-virus program and firewall but still no go.

place the winXP cd in the cdrom drive and reboot. It should automatically start a setup program and you can format from there.

You cant format the drive in windows.
You have to reboot to bios and change boot order to
cdrom hardrive 0 floppy
disable floppy seek
save and exit
put xp disk in and it will boot to cdrom should ask to press any key to continue.
Once you do that it should start the install. You can let xp format c for you.

You do understand I hope that when you do as stated above.....you loose everything...not just xp. So if you have anything you want to save...better back it up on cd or something. Dont forget to turn on firewall before connecting to internet for windows updates or you will get the blaster worm.
