cant download>:save target as:??

When I try to download a file,by using ,RIGHT CLICK SAVE TARGET AS, my save target option is always shaded out! I can download most other items the usual simple way, just clicking, then download. I would appreciate some help thanks

I came to here today to ask for help. My problem was that IE would not save the toolbar settings & the googlebar would not show up. My problem was solved in 30 seconds using IEFIX.
