can't delete winlogon, hosts files

OS: winxp
CPU/Ram: p4 2.4ghz/256mb

I had my hosts files hacked. was able to delete svchost.exe... can't delete winlogon "access denied disk full or running" (not in System32 folder, in C:\Documents and Settings\all users\Start menu\Programs\Startup). any suggestions? also, maybe associated: when I prompt to shutdown Win Min not responding(?) so I just end task. New comp within last 6 months. Not very pc savvy. Any suggestions?

tried ms support articles, security tab not available... tried to disable simple file sharing... check box not available under advanced settings...downloaded and installed all available patches. Initially, I had a procedure to follow when I learned of the problem... start regedit find HKEY_current_user\software\Microsoft\windows\currentversion\run then delete scvhost.exe, reboot, delete svchost.exe in directory... reboot in safe mode, delete winlogon.exe in directory C:\Doc and set\allusers\startmenu\programs\setup... this where is where i am stuck, winlogon will not delete. argh.

Start : Regedit
find HKEY_CURRENT_USER\Software|Microsoft\Windows\CurrentVersion\Run
then delete "svchost.exe" file
Reboot your window and start in safe mode
delete file Winligon.exe in directory:
C:\Documents and Sttings\All Users\Start menu\Programs\Startup
ANd after clear your hosts file (email me to tell me what OS do you have?)
