cant delete something...

hi to all i downloaded this file thats around 65 mb but it wasnt what i though it was and so i tried to delete it...but it says that it is beign used by another person of program. now, i ran the computer in safe mode but it said the same thing. the file is a .exe type but it says the message even though i do not run it my comp is a pent 4 xp home version any help is hugely appreciated thanks

create a ms-dos startup disk. boot with floppy and try deleting the file in dos

ASG, Just reboot to safe mode. (tap f8) choose safe mode only. You will be able to delete it there.
