can't delete folders

I have found three folders that are empty in my Program Files folder in my C: drive. They are "xerox", "MSN Gaming Zone" and "microsoft frontpage". I have tried to delete them but I keep getting a warning telling me I can't do so. I have done this in regular startup mode as well as safe mode. In safe mode I can delete them but the next time I startup, they return. Any suggestions as to how to delete them? Thanks!

XP won't let you remove them. Bill Gates would have you believe they are an integral part of the Windows XP operating system and must be there for it to run properly. Bull#^&%

oh god msn gaming zone is just a online game program try to delte them in safe mode but i do not know what the others are so google.com them
