Can't delete file!!!!!

I can't seem to delete a certain file that I download from a certain program. The file is 4 bytes large. Whenever I try to delete it, I get a message saying it is used by another program and so and so.
Therefore, I closed ALL tasks/running applications that were able to be closed to no avail. A full system virus scan did NOTHING. I ran Ad-aware, Spybot, HackThis!, CWS Shredder, Process Killer, tried restarting PC in safe mode, and I STILL get that message. Is there anything I can do to fix this? thanks.
