Can't Delete Empty Folders

I have two empty folders in my Program Files directory that I can't delete. They look like ordinary folders, but there is nothing in them except other folders. Their names are "microsoft frontpage" and "xerox".
I use Frontpage, but it is not located in this directory. I have no idea where the "xerox" directory came from.
Can anyone help me delete these folders or tell my how they got there. I just recently did a clean install on a new hard disk.
