Can't define drive letters in FDISK

My computer is a 1.4 Ghz Athlon and I currently have 2 hard drives. One is 60 gb and the other one is 10 gb. Initially I had the 60 gb partitioned to a 5 gb C: drive for my OS and the rest of my 60 gb was partitioned as my D: drive. My 10 gb drive was my F: drive. Recently I wanted to reformat my 60 gb drive and removed the partition from the drive. Now when I try to partition it again, I can set 5 gb away for my C: drive, but I can't access the rest of my 53 gb because I can't assign a drive letter to it. So now it shows my old F: drive as my D: drive and I can access my 53 gb of space. All this is done in fdisk, and it won't let me do anything except removing and adding primary DOS partition. For some reason I can't assign drive letters anymore. How can I define the rest of my 60 gb drive as my D: drive and my second hard drive as my F: drive again? Any help would be appreciated. Thanks.

fdisk doesn't assign drive letters per se, thats your problem. what it'll do as an example is assign letters in logical order. 1st physical HDD with 2 partitions will be c:, and d:, second physical HDD will be e: and f:. Windows will modify this based on what is a primary partition and what is a secondary, so you'll end up with screwed up letters. Basically, set up the partitions in fdisk as you want them and reassign drive letters in windows. i could go into more detail but it's pointless, suffice to say that proper letter assignment can be done from within windows.
