Can't Create Password

On a Dell Dimension running XP Pro, I have an Administrator account and two (limited) accounts. Neither of the users with the limited accounts can create a password for their account. When they try to they get an error message stating that: "The password cannot be changed". To the best of my knowledge neither of these accounts has ever had a password assigned to them. It is my understanding that even a limited account should be able to create and/or change their own password, but in this case Windows is not letting them. Thanks.
