Can't click on URL's in Outlook.

Some how my security settings have changed in the past 2 weeks and I don't know how to fix it. I cannot click on URL links in messages in Outlook. When I do I get following error message:
"This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator."
I never had this problem before. I used to be able to click on URL links fine. I don't even know how the settings got changed. Can someone please help?
