Can't change various settings

For some reason i can't change my web home page. When ever i change it to my desired page it automatically changes back the next time i go online.
Also, when i go into Control Panel and click any of the icons the window will appear for a split second then disapear! This means i can't uninstall or add hardware or do anything in control panel.

What webpage does it send you to? Well that doesnt matter really, because it sounds like an adware/spyware/worm in the registry is forcing a set webpage on start up.
Try getting Adaware and do a system scan with an antivirus.
