can't change settings of IE & folde

hi Experts, I bought a new laptop last month, since last 2 weeks I am unable to change settings of Internet Explorer and folder options as administrator, there's 2 script file are also on desktop - heap41a.txt and clear.txt could you please help & suggest what to do now - please do rply

Regarding the two files (heap41a.txt and clear.txt), google returned nothing for both. Heap41a by itself without the txt extension appears to be a variant of the W32.USB Worm as suggested by link below. Have you ran any virus scan lately to make sure your PC is not infected?
