Can't change clock

elp! I cannot change or view certain things. I cannot change the time or use add remove programmes or view prperties on My computer to see what OS I am using. I just get this message come up twice each time I try 'The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator' I don't have an administrator. I have tried spybot, ad-aware, CW shredder and Hijack this all show up clean. Please help

did you try a system restore?
You can resolve the issue by resetting Web settings in Internet Explorer and make sure you reboot right after you do it Happy Computing

Tried that it didn't work I also have no control panel on the start menu and cannot add/remove programmes. I now have an spyware file that I cannot remove until i can use add/remove programme because it says to remove it I must cancel a licence agreement with add/remove!!! Heelllppp
