Can't change background

I've searched this question on google and I can't seem to get anywhere.

I can't change the desktop on my computer. I've ran spybot, adaware, mcafee, and hijack this and none of them come back with an issue. I've gone into regedit and delete the "nochangedesktop" or whatever it was that most forums suggested. It's still not working.

Does anyone else have any ideas?

Is this a PC at Home or a PC at work??

Most PC at work logon to a domain while most PC at home logon to the themselves (if that makes sense). If you don't enter a username or password when you logon you certainly are not logging onto a domain.

Jennifer SUMN means have you any Group Policy restrictions being run by say a work based administrator.
Is the desktop an active desktop?
What process did you use to set up your background? Some graphics programme perhaps
Can you remember where you went in the registry?

I'm at home. I don't enter a username or password.

It was under HK_CURRENT_USER > Software > Windows > CurrentVersion > Policies > Activedesktop (could be wrong on that but I'm pretty sure that's where it was)

I don't even remember. Been this way for a year or more. I have no idea what's going on. I just deleted the registry key(s) today to try and fix the problem. It's just getting on my nerves now.

This started over a year ago? No way to determine what caused it after this much time.

Log in as another user and see if the problem happens with that account as well.

Still like to know if you used a programme to set up background. The reason being that the programme will have a registry entry regarding the wallpaper.
Please do not change anything in the registry just look

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

I never used any program.

And what exactly am I looking for in the registry? Not sure what you mean by "Look if anything is preventing." Need an example of what could be preventing it.

Gotta be a solution somewhere. I don't remember doing anything that could cause a problem. I keep my computer updated....run my registry cleaner (which I thought could fix my problem, but never did), spybot, adaware, etc all the time. I hardly ever get any problems that come up.

OK this is what I mean by preventing. You know where your picture is stored on your machine. So if that address is still in:-
HKEY_CURRENT_USER\Control Panel\Desktop

HKEY_USERS\.DEFAULT\Control Panel\Desktop

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Themes\LastTheme

Then there could be your problem. You know how to remove the value do not remove the key. It will be in your interest to backup the key as a matter of good computing practice If
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
# DWORD: NoActiveDesktopChanges = 1

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
# DWORD: NoChangingWallPaper = 1
contain 1 then this needs to be changed to 0

Have you used this or is it there
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
NoSaveSettings This is a Binary Value 01 00 00 00

Same thing different place
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Program Manager\Restrictions
This is a Dword value NoSaveSettings

You have a reg cleaner you trust does it have a search facility. If it does then use it to find wallpaper or desktop. You are looking for your current wallpaper's address.
You can obviously log on to a different account as suggested. This may well highlight a problem.
