I can't boot my xp computer because i am having a corrupt system file
<windows root> system 32 hal.dll
The problem is I don't have a windows XP disk to fix the problem.
what else can I do?

Go to the link below and get a copy of my HAL file. Put it in the C:\Windows\System32 folder.

If I got the file I wouldn't know how to put it in the system 32 folder If i cant even boot the computer

Ed in Texas has made a suggestion that will allow to get to the Repair Consol. You may be able to figure a way to insert the file.
If I posted a copy of XP could you convert it to a working disk?

I have the same issue! Mine is hardware related though. The files exist and the Harddrive boots on other machines. I can get to a Dos-Prompt but I cannot enter windows. I have removed all hardware and reinstalled windows, only to get the same problem (hal.dll) or the machine resets when windows should start to boot. I have placed the CPU on a new mother board so that the only original parts are power supply and CPU. The harddrive is original but reformatted and tested on other machines.
Does anyone know if it is possible to have a malfuctioning cpu that only encounters a problem when windows attempts to boot? Or is it possible a power supply can burn out just enough so that when a hardrive attempts to read or the cpu attempts to run heavily the machine will have either a read error (missing hal.dll) or reset the machine?

I tried the link listed above for the boot up disk and it did not work. Any ideas?
