Can't boot windows

Specs: Windows XP
Everytime I turn on my computer a black screen apears where there is written " We apologize for the inconvinience, but windows did not start succesfully. A recent hardware or software change might have caused this. "
And there are the options Safe mode, last known good configuration, and start windows normally.
I already tried all of them but they don't work.
I am using windows XP and it's a laptop with no CD Drive so I can't use the repair disc.
Please help !

without a working cd or access to an external it will be very difficult to troubleshoot the issue yourself.
