Can't boot into safe mode

OS: XP SP2
CPU/Ram: Athlon / 512

I'm having a strange problem.

My system boots fine when starting windows normally. However If I try and boot into safe mode it will restart. It gets as far as the login page and reboots.


I've run Norton and removed a couple of viruses, is working fine in normal mode, but if I ever need need safe mode then I'm screwed.

Any idea on whats gone wrong/how to fix it?

I really don't want to format!!!
