Can't boot in safe mode after power outage

Specs: Windows XP
I experienced a power outage and now I am still able to boot in normal mode, but it asks me to activate windows which I can't do at the moment. Anyway, the real problem is that I cannot boot in safe mode. I select Safe Mode, it displays the list of driver files as usual, then it automatically reboots in normal mode. Please help me boot in safe mode.

Possibly irrelevant - it would also not boot from CD until after I reset the CMOS by replacing the battery on the motherboard.

Try a different way. Start - Run - Type - msconfig - OK
Click the Boot.ini Tab - Check Mark
/SafeBoot - Apply and follow
Run Error Checking
Windows XP
1. Error Checking- CD not needed
Start - my computer - right click local disk (C) - properties - Tools Tab -
Error checking section - Check now - check mark both boxes - Start -
This requires a restart to begin.
