can't boot from CD to reinstall XP

My computer won't boot from the XP CD to allow me to reformat and reinstall XP. I can read the CD fine. Bios says that it should boot first from the CD drive. I can't even format C: from within DOS safe mode. Exhausted all ideas, any help would be greatly appreciated.

when booting from the CD....are you getting the small flashing message on the bottom left of the bootscreen asking "Hit any key to continue booting from CD" or something simalar.....this flashes for a short time...maybe 5sec's or so

You can download the 6 XP Bootdisks and use those or if you have a '98 startup diskette run FDISK and make sure wipe all partitions.
Once you format the drive with the '98 boot disk..make sure you run smartdrive (smartdrv.exe) and then start XP setup using the WINNT.exe not WINNT32.exe since you are running the command from DOS.
