I recently installed Windows XP Pro onto a new computer. I set up user accounts for everyone in my family. I then went to 'Windows Updates' and installed them all. I went to change a picture for one of the user accounts later and I no longer have access to the XP User Accounts applet. The accounts are all functioning properly but I can't make changes. I go into Control Panel. Double Click on 'User Accounts' and it pulls up Notepad with this error message... 'The filename, directory name or volume label syntax is incorrect.'
Is there anyway to restore access to the icon? I am able to pull up Windows 2000 User Accounts access by typing 'control userpasswords2' in the run box. This give me some access but I would like to restore the XP interface. Any ideas?

To supply a bit more info... I have been doing research trying to solve this problem. I first thought that 'nusrmgr.cpl' might be the problem. I compared a copy from a friends computer and they are the same size. I made a copy of mine and put his copy into C:\Windows\System32. The same problem is there so I ruled this out. nusrmgr.cpl is run(opened) with Windows Shell Common Dll. Which is comprised of 3 programs. I am not sure which one nusrmgr.cpl uses. I will list below what versions I found for these DLL Files. I am not which one it would be or if this is even the problem.

Shlwapi.dll D:\WINDOWS\system32 version 6.0.2800.1226 This one was 'SHLWAPI.DLL' I changed to lower case.
D:\WINDOWS\ServicePackFiles\i386 Version 6.0.2800.1106I may not even be on the right track with this. Any help that can be provided would be very appreciated.

nusrmgr.cpl needs nusrmgr.hta to run properly c:\WINDOWS\system32\nusrmgr.cpl/nusrmgr.hta.
If the execution of .hta code is enabled, nusrmgr.cpl could not run.
