can't access system.ini

Dear All
i need your help to solve this problem
when windows start, i get error message "the filename,directory name or volume label syntax is uncorrect n untitled notepad appear in desktop
when i try to open system ini in run menu i have error message too.
what happen??

2 Type this text in

3 see if you can save the file as system.ini in save as if it ses do you what to overite these changes click yes
4 have you chaged any settings in this becuase that is one reasion why it would go wrong if you alterd the wrong bit

I went to start /run and typed system.ini and this is what opened up on my PC running WindowsXP MCE 2005 ,I was curious after reading this post . When I tried doing a H.D. search for the file however it did not come up ,I found that a little odd I had explorer set to show hidden files and folders ?
Hear is a copy of my system.ini which opened in notepad >>
