That happened to me once when the CD drive crapped out when
when I wanted to format and reinstall Windows.
Mechanical devices do crap out when you need them.

Your system is not new you will need a 98 boot disk on floppy, because that is what came with your laptop. If not then its 95. Ask me how I know that, never mind your system needs a driver to make the hard drive work. Go to the internet and download Win98 boot disk. Put it on a floppy and boot your system.
Then you can insert your Windows Disk in the CD Rom Drive, and type d:/setup, and press Enter and your computer will take it from there. If that is not it, go to set up and set your computer to boot from the Cd Rom as the first boot drive press F10 and press Enter. Insert your boot disk and restart your computer. Please let me know if either of these don’t work ( I will give you a phone number so I can talk you through this, over the phone. Because, I will need feed back to continue.
If you need a floppy boot disk as I believe you do, and can’t find a working computer with a floppy drive, Then go to the computer techs in your area and ask them. they may be willing to make You a copy for you, or go to the local tech school they may have one laying around
