Can't access secure websites

I cannot access secure websites. I can surf the web, but can't go into my email or my online banking. It just goes to "Page Not Available." I lowered my security settings, removed my free anti-virus programs. I don't know what else to do. Comcast blames Dell. Dell blames Microsoft. I need step by step instructions becaue I'm no computer wiz and I don't know all the lingo. Just want to check my email. HELP ME!!

uncheck TLS 1.0. Go to Tools, Internet Options, advanced tab, security.
Clear your cookies, temporary files too in one of those tabs.

You can also try to set your browser back to defaults.. Tools, Internet Options, advanced tab, "restore defaults button".

did you try a system restore to before it worked properly?
If you need a simple solution, try mine. I try to give advise on things that have happened to my PC. Changes in registry can be FATAL! I now have a 95% success rate!
