cannot view secure websites

Hi, i am not able to view any secure websites like banking, insurance. Someone previously said registering some windows dll file solves the problem. forgot name! Also read in previous old post that opening port 443 will solve the problem. dont know how to do that! have tried all reseting IE settings & other techniques...still not able to view.... please help! In the IE 6> Tools> Internet Options...> Advanced > Settings > Security , have you checked the boxes of: Use SSL 2.0 Use SSL 3.0 M
