Are you using any adapters on the keyboard?
Are you connecting the keyboard to the purple PS/2 port?
You may be simply timing things wrong. Start tapping on whatever key you need as soon as the computer starts up. To verify the keyboard is working in the POST screens tap the Scroll Lock key when the hardware screens appear. If the kayboard is functioning the screen will freeze. Tapping any key will restart the POST.

Remove the keyboard plug from the computer and look carefully at the pins on the plug, its possible that one has been bent over, caused by twisting the plug when trying to plug it into the computer, I've seen this frequently. If the plug is ok, you need to try a known good keyboard. If a known good keyboard doesn't work, you will need to return the computer to wherever it came from because either the socket is bad or a small fuse feeding voltage to the keyboard has blown, or the controller is bad. The last one would effectively mean the motherboard board is scrap!
