cannot uninstall device

OS: Windows XP Pro
CPU/Ram: P-III 500, 320 mb

when i try to uninstall my ADSL modem from the device manager, i get the message
"Failed to uninstall the device. The device maybe required to boot up the computer"
I have already uninstalled all the drivers as well but i cannot remove the device. Can anyone help?
Other than that, i cannot even delete the LAN connections which are not used anymore. I get the message
"The connection you selected cannot be deleted"

Have you tried booting into safe mode to delete them?

yes i have tried uninstalling in safe mode, i get the same message
