Well, previously, i had Verizon DSL, and the installed "dsl control panel" was in my computer. I had switched ISPs, and the DSL control panel pops up with an error message everytime i restart my computer. The program is not in the add/remove programs list, and so I cannot uninstall it. It is also not in the program files, so I don't have any way of removing it, so i ask, How can i remove the DSL control panel so that it doesn't keep appearing in after a reboot?

run msconfig and look under the 'startup' tab - you should be able to untick it in there.
