Cannot Sign Into Secure sites

I cannot sign into passport, using hotmail, and I also cannot sign into Yahoo! and on another computer my Dad was unable to login to a bank site.
I am running behind a router, which settings have not changed, that I am aware of, I'm wondering if this is my ISP's problem?

If you changed nothing on your pc's or network settings it's probably your ISP. I could not log into any msn passport stuff(mail, groups, etc.) all day today. I called and they said servers down.

I also am experiencing the same problem as of abt 3 months ago. I am running a p4 2.0 ghz,512 ddr ram with IE 6.0 with cipher 128 bits. also i am using XP.My browser is set for SSL 2.0 and SSL 3.0.I also have all other security and java settings enabled or set low.I downloaded netscape and deleted and reinstalled IE and it still did not work but when i tried the same sites using netscape i had no problem-any more suggestions?
