Cannot send files in IRC and AIM

I cannot send files on IRC, but I can recieve files on IRC, on AIM I can't connect and people can't connect to me. I know it's because I have a router and hub, I'm only connected to my brother, so it's only 2 computers together on a network. I have a Linksys router, with a linksys hub, I don't know the exact make of my router. I also went inside of my router trying to adjust the stuff on it, with the IP address given somewhere on this site, can't remember where but yeah. Basically I want to adjust the settings on my router so I can send stuff out while having my computer protected from stuff and all, while having my computer networked with my brother.

Have you configured your firewall??? WinXP comes with one...

I dont have it activated, because I think the router has the firewall in it already or something, and how do I adjust my router settings with the IP addy that was posted?
