Cannot send email, but can receive

Suddenly, I can no longer send email messages from any of the three accounts I have with my ISP. Two accounts are set up in Outlook 2003 and one in Outlook Express 6. I can receive mail fine, but when I try to send, I get an error (error # 0x800CCCOE in Outlook Express and error # 0x80042109 in Outlook 2003). I have verified the correct settings with my ISP and even removed all accounts and recreated them in both clients. I removed Norton AntiVirus and disabled ZoneAlarm Pro, but still no luck.

The tech support guy with my ISP said that my TCP/IP might be hosed, but I have no idea how to troubleshoot that or fix it.

Any ideas on what I can do to fix this problem???

Unable to connect to the server, error 0x800cccoe
most often this is caused at the isp level.
did the "so called isp tech" check to see if he could send an e-mail using your account.
if not that's the first step in resolving the error.
you have tried most of the fixes that you can perform on your end.
call your isp back and ask for a senior tech or a supervisor.

and if they can send e-mail on your accounts.
they should walk you through fixing it, untill it works. that is what the isp techs are for.

you could also try a system restore to when it was working, start-all programs-accessories-system tools- system restore.
you can always undo a restore if it doesn't help.

I've never run any Trend Micro products, and I can't do a system restore, since I had disabled it when fixing a worm on my system and had forgotten to restart it.

I talked to another tech this morning and he was able to duplicate my account setup in the lab and was able to send messages fine.

I've done a bit more research and it just appears that I cannot get to port 25 on the mail server -- I've tried telnet and it can't connect either. I also ran the network diags in WinXP and it failed due to being unable to connect to port 25.

Any ideas on what might be whacked on my machine that would prevent access to port 25 on the mail server???

Firewall, PortMapping, TCP/IP Filtering

Check whether port 25 is mentioned here:
START>All Programs>Accessories>Communications
Network Connections> Rightclick your LocalHost-connection for properties (the LAN connection if broadband), then select the TCP/IP protocol & press 'properties.
Press the 'Advanced' button. On the 'Options' tab, check whether port25 is being filtered out.

Also check your Internet Connection. Rightclick on the connection for properties, and press the 'Settings' button. Is port 25 mentioned anywhere?
