cannot run regedit

I am using WinXp Pro with NAV 2003 installed. I can't run Regedit and the message it prompted is "registry editing has been disabled by your administrator". As far as i am concerned, i am the administrator and have logged in as the administrator. Please help.

try start-run-type in regedt32.exe and click ok. (you may need to logoff and logon as admin)

if there's a group policy or NTFS security on that file, it cannot be accessed until it's turned off. goto start, run, and type in gpedit.msc, it'll bring up the group policy snap-in. from there goto user configuration administrative templates.

I have the Regedt32.exe file, I am the administrator (No if's and's or but's), and I have scanned for viruses 3 times. My registry editor plain and simple wont open. No errors messages or nothing. My Task Manager wont open either. I have tried everything! I can, however, open these programs when not running explorer.exe on startup. Of course then I dont have a start button, taskbar, desktop or anything. Help some?
