Warden, What happens if you go into Windows Explorer and go to C:\Programs Files and click it to open it in the right side pane then right click "Arrange icons by" and choose "Name".

Try go to Start > Progams > right click on any program on the list and select sort by name. Is this what you're looking for?

Right click Start button, then Properties, then Customize... button, then Advanced tab, in the Start Menu items list, check mark "Enable Dragging and Dropping".
Report back if this fixed it, or not.
