cannot reset IE homepage!

I am unable to solve the following problem:

Everytime I start the PC the default homepage gets reset on a homepage with casinos, gambling etc (tjgo.com/....)
even if I manually reset the default homepage of my IE from the tools/internet options

I also noticed that I have two unknown (to me) files in the STARTUP :
ooeeouqu.exe
xeiujw.exe
Are they part of the problem ?
