cannot reformat my hard drive. XP

Specs: Windows XP
Have been trying to reformat my hard drive and after starting and pressing the F12 to boot from my cd the systen loads from the cd and when finished it provides 3 options. 1- to set-up windows XP press enter, 2- to repair windows xp and to continue to the repair console press R, and 3- to quit set-up press F3. I have pressed the enter and it gives me a licensing agreement page with 3 options. 1- F8 = I agree, 2- ESC = I do not agree and 3- PAGE DOWN = next page. At this point the only key that will function is the ESC key. prior to the problem that required me to reformat the hard drive, all keys functioned properly so I know the keyboard is functioning properly. At this point I cannot get past the Agreement protion of the reformatting.

Are you using a USB or Wireless USB keyboard? If so, you need to temporarily use the keyboard that came with your system.
