Cannot play windows sounds, AHHHH

I am really happy with windows xp except for one problem. I can play all music and sounds in games and media player and stuff, but i cannot get my window sound events like minimizing and maximizing to work at all. Also msn messanger does not play the right sounds, it just beeps. I have checked in the sounds & audio devices / sounds and I have made sure a sound is specified to each task. I have a VIA audio chip and am wondering if maybe its not compatible with window sounds maybe? ALSO i went into the dxdiag and tested the sound and it said it didn't support hardware buffering, i know that in windows 98 it worked fine! WHAT COULD BE WRONG!! I have tried everything, can anyone help?
