Cannot open window even if PC is connected OK

My PC show internet connected OK and excellent strength but when I try to open a window I get page after page saying: Internet explorer has encountered a problem and need to close. I have run Regcure and Tuneup utilities but the problem persist. Any advise would be highly appreciate.
